Interesting Bulgarian Web Places

[Survey Results Presentation] During the first half of December 2007 in the 10 municipalities, working on the Bulgarian Local Government Integrity project will be presented the results of sociological survey on the same topic, carried out in those municipalities.

The survey was financed by MATRA Program of the Dutch Government and is part of the project that enhances the open government in 10 Bulgarian municipalities: Kozlodui, Kardzhali, Mezdra, Montana, Pazardzhik, Pamagiurishte, Sliven, Sofia, Stara Zagora and Veliko Tarnovo.

In the framework of the survey results presentation discussions will take place on the possibilities of improving the work of local governments and administrations.

The Bulgarian Local Government Integrity project is been carried out in Bulgaria in the period May 2007 - April 2009 by a Consortium of 4 NGOs: NGO Links, Bulgaria, Center for Liberal Strategies, Bulgaria, Foundation for Local Government Reform, Bulgaria, and transForma, Romania.

[LED Trainings] The Foundation for Local Government Reform in the framework of the LOGIN Program and with the financial support of the Ministry of Economy and Energy organized series of 6 regional information seminars regarding the Strengthening of the Local Economic Development Units in the Bulgarian Municipalities.

The seminars are to be held in the period 19 November - 6 December 2007 in the towns of Veliko Tarnovo, Varna, Stara Zagora, Plovdiv and Sofia.

Topics addressed are:

- Effective policies and programs for economic development
- Creating data bases and their application
- Business retention and expansion
- Work force development
- Marketing of municipalities
- Attraction of new businesses and negotiations with potential investors
- Financing the LED municipalities projects by the EU funds

Mayors, deputy mayors, department directors from all Bulgarian municipalities were invited to participate the fora. So far the representatives of more than 40 municipalities took part in the seminars.

[PPP Discussion] The Foundation for Local Government Reform organized a forum on presentation and discussion of a Manual for local governments on the implementation of public private partnerships (PPP) commissioned by the Ministry of Regional Development and Public Works.

The Forum took place on 23 November 2007 at the Information CпїЅnter of the European Commission Delegation in Bulgaria.

The goal of the developed by FGLR manual is to present in a systemized manner the conceptual, organizational (the PPP project cycle), legal and financial framework for implementation of public-private partnership projects at local level. A special attention is devoted to the project steps, risks and responsibilities of all participants (direct and indirect) in a PPP project. In addition, the existing experience in the European Union countries on PPP is thoroughly examined and some good practices on the implementation of PPP projects at local level are also included.

Representatives of municipalities, regional administrations, branches of industrial associations, consulting companies and academic institutions (20 in total) took active part at the public discussion and provided helpful and practical recommendations on what the manual should emphasize in order to meet the needs of the local authorities.

[Two Working Meetings] The Foundation for Local Government Reform organized 2 discussion meetings commissioned by the Ministry of Regional Development and Public Works on the topic of Enhancement of the administrative capacity of the regional and municipal administrations regarding the process of decentralization in Bulgaria, administrative and territorial structure and local works.

The main goal of the meetings is to present the decentralization strategy in Bulgaria and to discuss the progress of the program for its realization. The participants' proposals will be summarized and submitted to the Ministry of Regional Development and Public Works for consideration.

The first meeting was held 29 November 2007 in the town of Veliko Tarnovo (for North Bulgaria) and representatives of municipalities and regional administrations, mayors, regional governors and deputy governors took part in the discussion.

The second meeting is to be held on 4 December 2007 - in Sofia (for South Bulgaria). Representatives of regional and municipal administrations are invited to take part in the discussion.

[5 Regional Meetings ] In the period 21 - 28 November 2007 FLGR on behalf of the NGO Family "Regional and Local Development" organized 5 regional meetings to present successful practices for complex administrative services, creating equal access of all citizens to administrative municipal services, decreasing the obstacles to businesses and improving the public awareness. The meetings were held in the towns of Blagoevgrad, Haskovo, Montana, Rousse and Sliven.

The regional meetings were part of the "Raising Business and Citizen Awareness and Improving the Administrative Services" Project, carried out by the NGO Family "Regional and Local Development", with the financial support of the Trust for Civil Society in Central & Eastern Europe and Open Society Institute - Sofia.
