FLGR training center and Utilities Services held training on The Role of the Municipal and Regional Administrations in management of Water Systems, in the period 19 - 20 November 2009.

Vice-mayors, head of departments and municipal experts took part in the training and received information and practical knowledge on:

- The application of the revised Water Act;
- Applicable models of investment planning and water management;
- Methods of management and price formation or services connected with water services in the framework of the territorial Water Associations.

In the end of the course the participants were certified for successfully completed training.

[RCPAR Network Meeting]

Two FLGR representatives participated the working meeting of the UNDP RCPAR Network of National Coordinators and Focal Points from Central and Eastern Europe and the Commonwealth of Independent States, 11 - 13 November 2009, Turin, Italy.

The Regional Centre for Public Administration Reform (RCPAR) is a five-year Regional Project on PAR implemented by the United Nations Development Programme Bratislava Regional Centre (UNDP BRC) and primarily financed by the Hellenic Government. Through multi-country initiatives generated by network members and implemented in cooperation with UNDP country offices, the Project aims at facilitating professional networking and cooperation between the countries in the region of Central and Eastern Europe and the Commonwealth of Independent States.

The purpose of the working meeting was to develop the capacity of RCPAR's Network members to interact, exchange experience and knowledge, develop and carry out joint projects. In 2005 FLGR signed Memorandum for Partnership with RCPAR.

[Approved Projects Announced]

FLGR published the list of approved projects under the second call under the NGO Fund within the EEA FM.

In Priority area 1: Protection of the environment and promotion of sustainable development 8 projects were approved.

In Priority area 2: Provision and development of social services, such as in health and childcare 13 projects were approved.

In Priority area 3: Development of civil society and protection of human rights 12 projects were approved.

The NGO Fund in Bulgaria is part of the implementation of the EEA Financial Mechanism. The goal of the NGO Fund in Bulgaria is to strengthen civil society in the country by supporting projects under the priority areas described below. The main objective of the EEA Financial Mechanism is to support economic and social development of Bulgaria as a member of the European Economic Area in line with the national priorities and the agreements with the EU.

NGO Fund - Bulgaria is administered by FLGR and its partner Bulgarian Environmental Partnership Foundation.

[Roma Integration Council]

FLGR was one of the NGOs, invited to take part in the meeting of the Roma Integration Council of the Minister of Labour and Social Policy, held on 30 November 2009.

The participants discussed the Rules for Action of the Roma Integration Council, update of the Framework programme for roma integration in the Bulgarian society, and update and optimization of the national Action Plan of the initiative Decade for Roma Inclusion 2005 - 2015".

Steps were planned to transition of the Council into a functioning and significant actor in the realization of the policies and achieving the priorities of the Decade of the roma inclusion.

[Informational Meeting]

On the 10 December 2009 FLGR will carry out informational meeting on good governance principles implementation for representatives of the municipal administrations of the 24 Sofia districts.

At the meeting the participants will be informed on:

1. Strategy for innovation and good governance at local level (Barcelona 2009);
2. Legal framework for good governance principles implementation at local level in Bulgaria;
3. пїЅethodology for assessment of good governance principles implementation at local level n Bulgarian municipalities as a participatory and standardized tool.

The meeting will be held in the framework of the project 'The Good Governance Principles: Bridging Citizens and Governments', financially supported by GMF/ The Balkan Trust for Democracy/ Bulgaria Fund.
