Foundation for Local Government Reform is carrying out Distance learning course пїЅGood Governance Principles at Local Level", March - May 2010. пїЅ

The course is based on the 12 good governance principles, formulated in the Strategy for innovation and good governance at local level (Barcelona 2007). The course defines the 12 principles, the legal framework for their application and showcases good practices from Europe, USA and Bulgaria. The online training course consists of five lectures and Final Test. пїЅ

The course is intended for representatives of the local authorities, NGOs, communal centers, students and journalists, representatives of business that work with municipalities at local level. пїЅ

The course consists of 5 lessons and a final test. The course graduates will receive a Certificate by FLGR.

[Energy Efficiency Congress]

FLGR is a Co-organizer of International Congress on Energy Efficiency (EE) & Renewable Energy Sources (RES) for South-East Europe, 14 - 16 April, 2010, Sofia.

The Forum with main organizer Via Expo, will present the European EE & RES knowledge and experience, and is an excellent platform for dialogue and business contacts. It uniquely combines scientific and industrial issues from all perspectives of EE & RES, providing the industry professionals with the latest technologies, strategies and best practices that lower costs and improve reliability.

The EE & RES Congress & Exhibition focus every year on one of the most advanced countries and regions with the purpose to establish a strategic partnership for know-how transfer. Due to the top figure of merits Germany is again the Strategic Partner of the initiative, while following its intensive activities and efforts in the field, Italy is the 2010 Country in Focus.

A special session is planned dedicated to the topic Energy Independence of the Municipalities (16 April), where European projects in experience in energy efficiency will be presented as follows:

- Applying Mix ff Solar And Bio Energy in Austrian Municipalities

[FIDIC Course]

FLGR and Utilities Services invite municipal experts and managers of municipal infrastructure projects to the training course пїЅManagement of contractual relations under FIDIC: International Federation of Consulting Engineers. Application of the FIDIC Yellow and Red Book in BulgariaпїЅ. The course will be held on 22 and 23 April 2010 in Sofia.

The course intends to present to the practitioners, working in the field of public investment projects, the philosophy and the application of the FIDIC principles. The Yellow FIDIC Book deals with conditions of contract for plant & design-build, while the Red FIDIC Book deals with conditions of contract for construction.

The four modules of the training also include good practices and their application in Bulgarian conditions in realization of infrastructure projects, financed by EU funds.

Possible risks in management of long term infrastructure projects of great public importance will also be discussed.

The course will allow the managers and the members of project teams to acquire key skills for elaboration, management and realization of priority infrastructure projects under EU funds.

The 2010 Easter Date applies to the western calendar (Catholic and Protestant Churches), and also to the The Eastern Orthodox church. This is an unusual event since the two branches of Christianity have different methods for calculating the correct date for Easter. There are only a few years each century when the Easter dates match like this so Easter 2010 is seen as extra special.

Easter in Bulgaria - Velik Den

Bulgaria has a tradition of making coloured eggs at Easter. The special day is called Velik Den or translated from Bulgarian to English is 'Great Day'.
