We thank all organizations that participated the online consultation on the future support for civil society development in Central and Eastern Europe and in the next programming period 2009 - 2014 under the EEA Financial Mechanism and the Norwegian cooperation programme. On the grounds of these recommendations the Office of the EEA Financial Mechanism has developed New draft NGO Guideline, which can be found at www.eeagrants.org/ngoconsultation and again is subjected to extensive discussion.

Consultation timeline
The consultation period has been extended until 5 November 2010.

Target group
NGOs in the beneficiary states and donor states, as well as European umbrella organisations and other relevant stakeholders.

Scope of the consultation
In reviewing the proposals for future funding, the donor states are specifically interested in your contribution to the following key questions:

- To what extent does the proposed set-up cater for the key challenges in your country in developing an NGO Programme? (legislative framework and eligibility, capacity, administrative set-up, etc.)
- Which of the proposed expected outcomes in the programme area Funds for Non-Governmental organisations would be most relevant in addressing the needs and enhancing the role of civil society in your country in the context of an NGO Programme?
- What should be the areas of support in your country, related to the expected outcomes you feel most relevant for the Programme area Funds for Non-Governmental organisations?
- Which programme areas as defined in the programme papers should be supported in your country, to which NGOs, as eligible applicants, can make the best contribution? Please justify.

[First Balkan Conference]

First Balkan Conference on Trenchless technology пїЅTrenchless technology - Environmental opportunities for construction and rehabilitation of underground infrastructureпїЅ was held from 28 to 30 October 2010 in Plovdiv, Bulgaria. The event was held under the auspices of Mr. Ivan Totev, governor of Plovdiv.

The conference was held with the support of Ministry of Regional Development and Public Works and the Ministry of Environment and Waters. The Bulgarian Association for Trenchless Technologies was the organiser of the forum, partners were the Construction Chamber in Bulgaria and the Foundation for Local Government Reform.

EU funds support to projects in the water sector - present and future - were presented by Mr Tomislav Donchev, Minister of EU funds management, and Ms. Malina Krumova, Director of Cohesion Policy for Environment Department in the Ministry of Environment and Waters.

Mr. Jan Dawn, President of the International Society for Trenchless Technologies, Mr. Ahmet Gyulech, Deputy Chairman of Turkish Society for Trenchless Technology, Mr Laurentiu Komanesku, Romanian Water Association, Prof. Arabelos Dimitrios, Aristoteles University of Thessaloniki, Mr. Bojan Ristovski, Head of Sector Water - Skopje, Mr. Klaus Shmager, Board Member of the German Association for Trenchless Technology and other internationally recognized experts from Bulgaria, the Balkans and Europe shared their experience at the Conference.

[Interesting Bulgarian Web Places]

Bulgarian journalist Assen Yordanov has been awarded this year's prize for the Freedom and Future of the Press, granted by the Sparkasse Leipzig Media Foundation.

Bulgarian short film "Water" (Voda) won the first place in the contest for young filmmakers - eDward The Young Filmmaker's Award.

The film "Water" is the debut film of Rozaliya Dimitrova, Daniel Nenchev, Dobrin Kashavelov and Dimitar Luchev.

As a filmmakersпїЅ platform the eDIT Filmmaker's Festival promotes the exchange of information about innovations and the tips and tricks of filmmaking.
