[Discussion] On the 4th of October 2007 at the EU Information Centre, Sofia, the Foundation for Local Government Reform conducted a discussion on the topic 'Practices in EU member states with functioning second level of self-government and possibilities for building second level of self-government in Bulgaria'. The discussion was part of the activities under Measure 1, priority 8, strategic objective 1 of the Programme for implementation the Decentralisation Strategy, assigned by the Strategic Planning and Governance of the Council of Ministers.

Representatives of the Council of Ministers, Ministry of Regional Development and Public Works, regional governors, scientific institutions and NGOs attended the meeting.

In the framework of the meeting the FLGR team presented the preliminary results of the survey of the European experience on the size of the units of second level of self-government, made a historical reminiscence of administrative and territorial structure of Bulgaria during the last century and using this as a basis formulated proposals for variants of the size of the second level self-government units in Bulgaria.

The participants categorically supported the necessity of building of a second level of self-government in Bulgaria. With the exception of Finland, there is no commensurable by territory and population EU member state without second level of self-government.

Nevertheless the discussion showed that at this point among the different represented in the meeting groups there was no common view on whether in Bulgaria there should be two or three levels of administrative and territorial division, how many should be the second level self government units and how big they should be.

The FLGR team will continue the research and at the end of October 2007 will conduct a new round table where the definitive results of the study will be presented.

[EUGA] Consortium of leading companies, public bodies and institutions was launched officially on the October 1, 2007 the programme European Union Grant Advisor (EUGA) for Bulgaria.

The EUGA activities focus mainly on investments in innovations, ICT, development and adoption of new technologies, starting up new businesses and stimulating the employment.

The European Union Grants Advisor programme is a collaborative effort led by Microsoft to help SMEs, as well as local and regional governments, to better understand and use EU funding opportunities at the international, national, and regional level. Through the EU Grants Advisor Web site for SMEs, business owners will be able to find information about EU funding and can start to better ascertain which funds they may be eligible for.

The MicrosoftпїЅs initiative in Bulgaria is carried out in partnership with DSK Bank, Bulgarian Industrial Association (BIA), Bulgarian Telecommunications Company (BTC), Bulgarian Chamber of Commerce and Industry (BCCI), State Agency for Information Technology and Communications (SAITC), Confederation Of Employers And Industrialists In Bulgaria (CEIBG), Ministry of State Administration and Administrative Reform (MSAAR), Raiffeisenbank (Bulgaria), UniCredit Bulbank and Foundation for Local Government Reform.

[Regional Meeting] In the period 16 - 21 October 2007 in Ohrid, Macedonia, a Regional Meeting "Anticorruption Strategies at Local Level" was held, organized by Foundation Partners for Local Development, Romania (FPDL), and Soros Foundation, Macedonia (FOSIM).

Experts from 11 countries took part in the meeting - Albania, Armenia, Bosnia and Herzegovina, Bulgaria, Croatia, Georgia, Macedonia, Moldova, Serbia, Slovakia and Ukraine. One of the main presenters at the workshop was Ronald Maclean-Abaroa, Institute of the World Bank, former mayor of La Paz, Bolivia.

The program of the meeting included exchange of experience and new knowledge on the situation in each country, elaborating action plans in the field of anticorruption, based on the methodology of FPDL. Experts from the region also participated a meeting of Macedonian mayors to launch the Macedonian and Albanian versions of the book "Corrupt Cities" and of the manual "Restore the Health of Your Organization", as well as FOSIM anticorruption program for local governments in Macedonia.

Nikoleta Efremova and Rossitsa Raycheva represented Foundation for Local Government Reform in the workshop.

[Information Meeting] On the 23 October, 2007 the Foundation for Local Government Reform in the framework of LOGIN Program, jointly with the InvestBulgaria Agency organized an information meeting on the new moments in the changed Investment Encouragement Act and the Regulations to act application.

22 municipal local economic development experts and representatives of the regional economic development agencies participated the vivid discussion.

The changes in the Investment Encouragement Act and the Regulations to act application were presented by InvestBulgaria Agency experts Alexandra Terzieva and Vladimir Rankov.

[Qualification Courses] In Autumn '2007 FLGR started a new session of qualification courses, held under the supervision of the Sofia University. The participants, that successfully complete the courses get a Sofia University Certificate.

The topics with the highest demand among the interested are "Preparation and management of projects, funded by EU funds".
