[New Project] FLGR starts to implement a new one-year project entitled The Good Governance Principles: Bridging Citizens and Governments.

The project will be realized in 2 pilot municipalities and is financially supported by GMF/ The Balkan Trust for Democracy/ Bulgaria Fund.

The project envisages reaching the following objectives:

1. To raise the awareness, introduce and make recognizable the good governance principles among local administrations, municipal leaderships, civil society and businesses nation-wide and especially in the 2 pilot municipalities.
2. To develop and apply in practice effective mechanisms for organizing, mobilizing, activating and empowering local communities (including various socio-economic groups within them) to be participants and corrective in the application of the 8 good governance principles in the pilot municipalities.
3. To revise and improve the performance of the local administrations and leaderships in terms of internal administrative procedures and rules based on recommendations from the citizens and local businesses and within the context of observing the good governance principles.

[пїЅppraisal experts] The Foundation for Local Government Reform in partnership with the Bulgarian Environmental Partnership Foundation announces a call for appraisal experts to conduct thematic evaluation of projects under the NGO Fund - Bulgaria.

Till 15 September - the deadline for submitting FLGR received more than 90 applications. The final approval of experts is going to become a fact with the decision of the Standing Committee of the Fund in the beginning of October 2008.

[Q&A] The Q&A section of the NGO Fund - Bulgaria under EEA Grants ngofund.flgr.bg was visited by 6451 unique visitors in the period of 3 months.

153 questions from all over the country found their answers.

The deadline for asking questions on application for funding is 9 October 2008.

During the week, preceding the deadline, questions will be answered daily.

[Project work finalized] FLGR finalized the work on the Project "Dissemination and implementation of the curing and preventing corruption approach at Local Governments' level".

FLGR worked with 2 partner municipalities - Mezdra and Panagyurishte.

For first time in Bulgaria was implemented UNDP/Habitat methodology for Risk areas Diagnostics in the work of municipalities.

With the technical assistance of the team of FLGR built local initiatives groups elaborated 4 projects of documents to be proposed to the municipal councilors and mayors:

1. Rules for interaction between the municipality of (name) integrity local action group and local NGOs (draft);
2. Regulations on the organization and functions of the Municipal community council for good governance, prevention of and counteraction to corruption in the municipality of (name) (draft);
3. Strategy for transparent governance, prevention of and counteraction to corruption for 2008-2009 of (name) municipality (draft);
4. Action plan of project "Curing and prevention of corruption on local level" implemented by the Integrity Local Action Group (ILAG) of the city of Mezdra in relation to the establishment of an intermediary unit for resolution of disputes arose between citizens and municipal administration.

Mezdra Group elaborated an action plan on the establishment of an intermediary unit for resolution of disputes arose between citizens and municipal administration and in the framework of the project financially were supported:

- Questionnaire to the citizens;
- Questionnaire to the municipal employees;
- Preparation, printing of a information brochure on good governance principles and prevention of the corruption;
- A rubric in the local newspaper "Mezdra 21 st Century" (materials on CD will be part of the final report);
- A series of TV spots, interviews on the issues of good governance principles implementation and anti-corruption measures on the Local cable TV - Intersat;
- A rubric in the web-site of the municipality on the thematic issues.

[NGO Resource site] In the framework of the "NGOs - Reliable Partners For Development" Project under Operational Program "Administrative Capacity" FLGR launched NGO Resource site ngo.flgr.bg.

The site was designed as a tool for partner search in the sphere of local and regional development.

The site was visited by 1603 unique visitors through August and September 2008 and 187 NGOs from all over the country registered themselves at the site.

[13 Community Development Experts] In September 2008 two cycles of trainings were carried out under the FLGR "NGOs - Reliable Partners For Development" Project, funded under Operational Program "Administrative Capacity".

The 5 modules of the trainings are entitled:

1. Forms of citizen participation;
2. Local development planning;
3. Representation and advocacy;
4. Public needs assessment;
5. Project proposal development with involvement of the stakeholders and interested parties.
