2009/01: Analysis Еlaboration
FLGR elaborates analysis of the municipal administration internal procedures the districts Slatina and Oborishte, Sofia Municipality, and the Municipality of Pazardzhik, rules and policies in the priority area, chosen by citizens and NGO representatives in December 2008 meetings - cooperation between local government and the citizens.
Municipal legal framework and documents related and the institutional capacity of the municipality to apply the good governance principles are also analyzed. Review of the duties and responsibilities of the municipal officers and experts and review the existing feedback, monitoring and control mechanisms to follow and improve implementation is conducted. The report will take into consideration successful local practices.
The analysis of the existing municipal IT infrastructure will be carried out.
Part of the two reports will be recommendations for improvement of the work of the municipality from the viewpoint of good governance principles application.
In February 2009 the Analyses will be handed to the municipal leadership. As stated in the signed Memoranda between FLGR and three municipal governments development of three Action Plans should follow. The action plan would combine the practical expert recommendations and practical recommendations from the public discussion and focus-groups process.
