Management Practices

In recent years effective communication between officials and the managerial team has been established in the Municipality of Razgrad. Besides the traditional weekly and monthly meetings, where the managerial staff and officials exchange information on coming or already executed tasks, a system of planning regarding overall activities through elaboration of weekly and monthly reports and tasks has been introduced. At the end of each working week and month officials elaborate their reports on the activities done by the respective structural unit and submit a list of coming events and tasks. The municipal legal advisor was delegated the responsibility, apart from his weekly duties, to elaborate and submit information on newly adopted legislative documents and/or amended ones .

The municipal newspaper Mezdra 21st Century turned one year of age. It was created to cover the life at the municipality, citizens everyday difficulties and successes, the businesses, the social policy of the municipal management, political and cultural life of the town and the villages. Especially popular turned out to be the youths supplement of the newspaper Teenager .

The Municipality of Pazardjik publishes weekly the Municipal enclosure Pazardjik. The town and the municipality . It is a type of municipal newspaper, which is not independently published, but as a part of the Friday issue of the all four local daily papers (including one electronic). It presents information about the work of the Municipality of Pazardjik in all areas.

The system for quality management based on the international standard ISO 9001: 2000 is a necessity for every Bulgarian municipality, since it sets the main regulations needed by each European administration. The Municipality of Veliko Tarnovo was the first one in Bulgaria to receive a certificate for international quality sign ISO 9001: 2000 on May 22, 2003.

Municipality of Razgrad is the first one in Bulgaria to develop and enforce and Ethical code for the officials of the municipal administration. The document defined the rules of ethics for municipal officials behavior Its main goal is to preserve the public trust in the morality and professionalism of the officials, as well as to increase the prestige of the local authorities.

One of the priorities of the Municipality of Razgrad was engaging as many citizens as possible in resolving local problems. In 1997, collaborating with the United States Agency for International Development, the local Razgrad authorities developed a project for building public councils that would consist of different population groups. Public councils would work on problems in various areas: education and youths spare time activities, culture, sport, health, social activities, and infrastructure and development. After preliminary consultations with eminent public figures and specialists in the different areas, the project partners pointed out the members of the public councils, including representatives of all interested groups.

The Municipality of Dobrich prepared a report to the public about the things completed within the two mandates of the mayor and his team. A printed brochure and an Internet site are accessible for all interested to know how has the city developed in the last eight years.

The planning process guarentees sustainability and transfer of experience within the administration and access to participation in decision making.

Center for Independent Life implements its programmes and activities with the conviction that all buildings and facilities can be accessible and that exisitng old ones can be adapted by implementing a number of accessibility norms.
