The need for transparency and better coordination of municipal activities necessitated the publication of a Municipal Newsletter. The Newsletter contains information about normative documents concerning municipal council s decisions, mayor s orders, information about the experience of other Bulgarian and foreign municipalities, information about NGOs programs and projects, reference information. The Newsletter turned out to be a means for better coordination of the activities of the municipal administrators, the departments and divisions of the municipality.

The absence of nonmaterial incentives that would improve the motivation of municipal employees, the need for evaluation and encouragement for quality performance and recognition for efforts made, as well as limited finances in Svishtov Municipality have generated the concept of introducing nonmaterial incentives. Achievements in the area to date are minimal but are a step forward in the development of a modern employee incentives program, consistent with current standards.

Svishtov and Belene Municipalities are faced with similar problems and have a lot of common ground between them. Therefore, maintaining good relations, and the need for partnership, are regarded as important factors by the two administrations. With a view to improving public services in their respective territories, the two Cities launched a series of meetings to exchange experience and search for working solutions. The first such meeting was held in Svishtov in March 1999.

The management of the Svishtov municipality wants the municipal specialists to be well-informed about the developments in the municipal administration. To achieve that goal, the management starts issuing a "Bulletin of the Public Employee". The bulletin is circulated in the municipality and is intended for internal information of the public employees. After the publication of every issue, a survey is carried out with the objective to refine the structure of the edition.

The research of the BSEC has shown that the regulations of the different municipalities differ substantially. According to the views of the municipal councilors or the mayor of the municipality separate parts in these regulations are written in a different way. Thus, in some municipalities separate regulations are written for the separate municipal activities, and in other municipalities, they are an integral part of a wider regulation. In the smaller municipalities important regulations are lacking.

Using the statute procedure for establishing legitimate new municipalities, the Municipality of Antonovo has prepared a sample Protocol for conducting the general assemblies. The Protocol is written with the purpose of unification of the format for data collecting from the general assemblies in order to attain faster and accurate data treatment and to check the validity and legitimacy of the results obtained.
