International Cooperation & Eurointegration

The main aim of the present practice is the increase of information flow among the citizens of the Municipality of Sliven about the eurointegration of our country and encouragement of social engagement in the process of preparation for joining the EU. The establishment of a regional network of representatives of the organizations, working in the domain of eurointegration, will help the spread of objective information about the EU and the European programs in the whole community as well as in its different groups, organizations and communities in Sliven and the region.

The aim of the project is the creation of a sustainable complex tourist product which has to be developed in the Municipality of Zlatograd and the set up of a united system for offering and realization of the tourist services . The accomplishment of the activities is planned in 4 areas: 1. Construction of tourist equipment cyclist alleys and eco paths, tourist agency and a shelter, rehabilitation of actual eco paths; 2. Effective marketing and advertising of the tourist services of the Municipality of Zlatograd and the offered sustainable tourist product; 3. Improvement of the qualification of labour in tourism by courses for tourist guides and providing with employment; 4. Establishment of new tourist services and a tourist agency for bicycle rent ant tourist security outfit, for first help for the tourists given by guides and trained instructors.

Increasing the chances for starting a private business of the redundant mine workers and the members of their families, achieving equality for everyone on the labour market and encouraging the unemployed workers for an active participation on the labour market through the establishment of a regional information-educational center for training to achieve computer and language skills, accountant s skills, how to rule/run a small company, preparation and realization of projects (trained around 360 people from target populations), wide presentation of the possibilities of the personnel potential of the region through website and advertisement brochures, implementation of intermediary, consult and expert services.

The main aim of the project is related to the enlargement of the trans-border cooperation on local level between Zlatograd and Chrisoupolis. By this way our border region would be supported in dealing with its specific issues of development, coming from its mere isolation from the national economy.

The concrete aims of the project are:

- creating and developing resources by specialists of local authority, engaged with regional development, trans-boarder cooperation, exercising European practices for local democracy;

- developing and stabilizing efficient structure for implementation of projects with trans-border character;

- identification of good practices for developing the ecology and the tourism, which is a main factor in the local economy.

This practice presents a model of partnership for organizing a quality and practically oriented professional training for unemployed people from Zlatograd (people not working in the mines). For that purpose the instructors/teachers propose an untraditional method, the business representatives take active part in the training by using their practical experience; the trainings are in the domain of important public activities. A front office is being created for entrepreneurs and a Resource Center for unemployed that encourages the improvement of professional qualification and personal skills for realization in the local firms.

On 18 and 19 June 2004 a Delegation from Dobrich , lead by the Deputy Mayor Ms Galina Miteva visited the Romanian city Mangalia . 10 representatives of non - governmental organizations from Dobrich and General Toshevo comprised the group . The purpose of this visit was to establish contacts and exchange ideas regarding cross - border cooperation development . The Romanian hosts were Rotary Club Mangalia and the Union of Private Entrepreneurs . For the first time mutual contact between municipalities and non - governmental organizations was established , thus bringing concrete results in several directions .

On the basis of the experience acquired in the course of our cooperation with international partners we reached the conclusion that non - governmental organizations should also be attracted in the process of twinning and partnership . After carrying out several meetings with NGOs from Dobrich , a decision on the base of established international contacts with the mediation of Municipality City of Dobrich was taken to share the information about existing NGOs from the twin cities . The idea of the municipality was well - understood and cordially accepted by the citizen organizations being a way and an opportunity to establish a direct contact.

Sliven Municipality's active contacts with partner cities from 10 countries incited the inauguration of 25 October as Sliven Twin Cities Day. It is envisaged that on this day local authorities get together to discuss matters of mutual interest and share experience on projects implemented within EC programs. The aim is to expand cooperation between the cities for the benefit of the local communities.

The Municipality of Silistra initiated and supported the establishment of Euroregion Lower Danube, the center of which, on the Bulgarian side, is the town of Silistra. The Euroregion includes thirteen municipalities of the regions of Dobrich and Silistra, as well as the Romanian regions of Kalarash, Constanca, and Ialomica. It creates favorable preconditions for cooperation beyond borders and successful development and realization of local projects.
