The project aimed to provide normal conditions for the education of children of mixed ethnic background upto fourteen years of age. Such conditions have been missing from the village of L. In 1998, the Ministry of Environment and Waters and the Municipality of Nessebar signed a contract to finance finishing of the construction work and launching into exploitation the waste treatment plant Obzor Byala . Until the end of 2000, 90% of the construction and assembly work was brought to end. According to a contract between the Ministry of Environment and Waters and the Danish Environment Agency, the machinery and equipment needed were provided with Denmark government funds. The water treatment plant started operation in 2001.
