In line with its aspirations to offer practical ways of improving citizen services quality, the Access to Information Program Foundation and the Socio-Economic Analyses Agency conducted a survey of Bulgarian public registers condition. The results of the survey were summarized in a Public Registers Manual which informs the citizens how to get references and services from municipal and court authorities.

The foundation of Ivan Vazov Cultural Centre in Madan is an achievement most of all of Partners for Local Development (PLD) Project, a joint initiative of FLGR, S.E.G.A. Foundation and the Dutch Association for International Development NOVIB. PLD mobilised the public to implement the idea and helped with the fee needed for court registration of the Community Centre. The initiative has also been extensively supported by the Municipality in the person of Mr. Valentin Gadjev, the Mayor of Madan.

The Koprivshtitsa 21 century Project aims to stimulate citizen activity and public participation in the solution of local social and economic problems. Overcoming the sceptiticism and obstacles of various character the population unites around the ides of:
- encouraging employment and increase of income;
- development of tourism, agriculture and crafts;
- setting up associations and implementing citizen initiatives at local level.

The annual citizen survey entitled Municipality of Gabrovo s Problems as Seen by the Public includes three major groups of questions: problems faced by the municipality; evaluation of municipal services and programs; citizens readiness to participate in the public life of the municipality. The survey is the new municipal management s milestone in its work for and with the citizens.

As part of its commitment to improving the delivery of citizen services, the district administration began publishing a newsletter. The first issue was published at the end of March 2000. The newsletter provides brief, user-friendly descriptions of the administrative services provided by the individual departments, as well as information on the required documents for these services. The goal is to provide the citizens of the district with the most accurate, quality and up-to-date information in areas of their concern.

The project aims to present a model for interactive policy making, which improves the communication and beneficial interaction between local government and citizens. In Yambol, citizens participation and cooperation with the Municipal Council, the Labor Bureau and the Chamber of Commerce and Economy, has led to the establishment of an information and consultation centre for solving the unemployment problem in the region.

The Young Lawyers Association (YLA) creates in five municipalities mediation groups connecting citizens and local authority in the area of public services. Their main role is to provide expert assistance to citizens in cases of misuse or lack of action on the part of municipal administration. To increase the citizens legal culture and understanding, YLA publishes the Citizens` Administrative Services Guide for each municipality.

After the establishment of the Information and Municipal Services Center in the Municipality of Gabrovo, a successful practice of sending a Welcome Letter to all newly-registered residents of the town of Gabrovo is created. The letter encloses a package of information and useful materials about the Municipality. This is one of the ways to stimulate a better dialogue between local government and citizens and improve the municipal administration services.

The Partners for Local Development Project - Madan is stimulating the dialogue between civic society and local authorities in the process of solving the main problems of the Municipality of Madan. The citizens` active participation and the achievement of unity of the community helps the solution of the existing problems in the Municipality. This is achieved for a short period of time and with limited financial resources. The small local supporting teams assist the successful implementation of numerous significant activities, as well as improve the social environment.

The Municipality of Gabrovo starts a project titled Action Initiative and creates the so called neighborhood council on the territory of one of the biggest and oldest quarters of the town of Gabrovo - Bichkinia. The main objective of the council is to restore the cultural traditions specific for the area and to stimulate citizens participation in the process of local self-government in the municipality.
