Background
The described initiative was called by the necessity to classify all the documents, practices and papers produced by the daily routine functions of each municipal secretary. Thus the content of the Guidebook fully reflects not only the secretary’s responsibilities as set by the Law on Local Self Government and Local Administration, but also the assignments set by the different authorities and administrations. The Guidebook has proved to be ‘a Bible’ for any secretary especially for newly appointed, secretaries of small-scale municipalities or those who admit lack of administrative and managerial experience.
Practice
Implementation stages:
n Identification of needs - the target group needs were identified with the help of the NASM staff and management personnel and the regional coordinators;
n Setting up of a six-member team comprising secretaries from the following municipalities: Valeri Radev - Provadia, Gulten Eminova - Razgrad, Dimitar Hrisimov - Gotse Delchev, Zoia Tsviatkova - Stara Zagora, ivan Varbonov - Valchedrum, Margarita Kovacheva - Gorna Oriahovitsa and Vasil Pancharov - Executive Director;
n Evaluation of the needs, drafting the content of the Guidebook, typing end editing of the publication materials;
n Design layout and publishing - This stage was accomplished in 2005;
n Update of the content and issuing the second publication in 2006;
n Processing of the materials and producing a CD in 2006;
The Guidebook for Municipal Secretaries, which used to be our long-term dream, became reality during the current mandate 2003 - 2007. This happened due to the financial support of the USAID through FLGR and thanks to the team’s professional commitment. We also need to acknowledge the contribution of other secretaries and colleagues, who got involved in the publication.
The book complies with the legislation covers the period up to March 2005 and was periodically updated by the team. The Guidebook can be regularly updated and expanded
Results

- First publication in 2005 - 160 copies, 300 pages;
- Second publication in 2006 supplied with additional chapters;
- 180 copies of CD with an envelope and a sticker;
These activities were implemented under the USAID/FLGR program for 2005 - 2006.
As the final beneficiaries expressed increasing interest and desire to have the book, we are planning to annually update the set of documents in the Book and publish new editions. What is more, the warm acceptance and appreciation of the Guidebook on behalf of the audience proves the long-term project sustainability.
