From 8 to 30 June 2004 Alpha Research on assignment by the United States Agency for International Development will conduct a large-scale survey on the effectiveness and accountability of Bulgarian local governments. The survey aims to establish and assess annually an index of local self-government effectiveness and accountability in Bulgaria.

The survey will address citizens, as well as will collect and summarize factual empirical data on the existence or absence of certain municipal practices. The team of Alpha Research will conduct meetings and interviews in 79 local government administrations for this purpose.

The survey sample includes the following 79 municipalities :

Avren, Anton, Antonovo, Assenovgrad, Belovo, Belogradchik, Berkovitsa, Blagoevgrad, Bolyarovo, Borino, Borovo, Bratya Daskalovi, Byala Slatina, Byala (Rousse region) , Vetrino, Vidin, Varbitsa, Gabrovo, General-Toshevo, Godech, Gulyantsi, Galabovo, Devnia, Dimitrovgrad, Dospat, Dryanovo, Dulovo, Dupnitsa, Zlatitsa, Iskar, Isperih, Kazanlak, Kaloyanovo, Kameno, Karlovo, Kozlodui, Kostinbrod, Kresna, Krivodol, Krichim, Kardjali, Kyustednil, Letnitsa, Lom, Lukovit, Lyaskovets, Madan, Makresh, Mirkovo, Nikola-Kozlevo, Novi Pazar, Opan, Pavel Banya, Pazardjik, Provadya, Rila, Rodopi, Roman, Rousse, Samokov, Sandanski, Svishtov, Septemvri, Sitovo, Slivopole, Stambolovo, Stara Zagora, Sofia, Tvarditsa, Teteven, Troyan, Tryavna, Tutrakan, Targovishte, Harmanli, Haskovo, Chepelare, Chiprovtsi, Shoumen.
