At constituent session on June 22, 2006 in Zdravets hotel complex started the regional forum for initiative preparation, aiming at steady development of rural regions. The participants over 100 people, are representatives of local authority and public in Teteven and Yablanitsa municipalities. Moderator of the forum is Todor Mladenov, FLGR, assistant-moderator is Lyuba Docheva from the Center for steady development of Teteven municipality (CSDTM).

Guests at the constituent session were Delyana Simeonova, Program director, SDC; Ginka Kapitanova, executive director, FLGR; representatives of District governance Lovech.

Objective of the inter - municipal forum is by involvement and wide participation of the local communities to be created Local strategy for development and to be constituted Local initiative group in the sense of the LEADER method of the European Union , whose main principle is to ensure the local people and communities rights and financial opportunities for development of their regions , as also exercising on practice the criteria and the regulations within the frames of the National plan for development of rural regions 2007 2013. The successful forum will create prerequisites for steady work of the local initiative group and will give opportunity to apply for funding after 2007 within the frames of the National program for development of rural regions, using the local strategy. Both municipalities have serious experience in holding forum discussions one in Yablnitsa and two in Teteven.

The constituent session fulfilled two main tasks: firstly, to set up the forum as a whole and its working units; and secondly to make the participants acquainted to the whole normative frame and the perspectives , concerning the development and the support for rural regions in the context of the EU.
