BULGARIAN TECHNICAL TWINNING PROGRAM

VIDIN, BULGARIA WEST CARROLLTON, OHIO PARTNERSHIP

March 30th 2001

I. Introduction

In order to implement the activities in the Memorandum of Understanding, the Municipality of Vidin, Bulgaria and the City of West Carrollton, Ohio in have agreed to the following double anchor strategy. It will serve as the framework for the on-going relationship between the two partner cities. The Action Plan specifies the short-term goals for cooperation between the cities, which can be successfully accomplished within the next 13 months in the primary areas of cooperation. It also mentions the long-term goals, which will get accomplished after the current USAID supported program is completed.

The partnership has defined its primary and secondary areas of cooperation as follows:

TECHNICAL PROJECT #1: Create a Marketing Program for the Municipality of Vidin and Support Business Relations

Problem Statement:

The municipality of Vidin faces a high level of unemployment (24%). Immediate remedy is sought because it causes the work force to leave the municipality in addition to creating social tensions. The municipality has set job creation as one of the priorities for economic development.

At present, Vidin lacks marketing information necessary for and about potential investors. It all results in a low level of interest in the region.

For the municipality to effectively attract investment to the region a well structured, informative marketing profile is required

TECHNICAL PROJECT #2: Encourage Investment and Job Growth By Creation of an Industrial Park for Small (0-50) and Medium Size Businesses (50-250)

Problem Statement:

Vidin suffers from a distressed economy from the closing of large manufacturing facilities resulting in an unemployment rate of 24%.

There has been significant out migration of population because of the loss of employment opportunities.

Restructuring of the economy from large scale production of a few products to a more diverse economy of small and medium enterprises is necessary for long term, stable job growth in Vidin.

Goals:

Short Term:

- Improve conditions and incentives for SME development in the Municipality of Vidin

Long Term:

- Attract investment to the Municipality of Vidin

- Create new jobs in the municipality

- Retain and expand existing Vidin businesses

- Increase living standards for Vidin citizens

B. Green Areas Development

TECHNICAL PROJECT #1: Development of a Conceptual Design for the Vidin Riverfront Park

Problem Statement:

Riverfront Park has a potential to become the center of leisure and entertainment in Vidin. At present, it is deteriorated due to lack of maintenance for the past 11 years, and it does not meet the needs of the citizens. It needs to be renovated with technical and citizens input.

Goals:

Short Term:

- Prepare a concept for development of park incorporating community input

- Develop West Carrollton Corner, and Vidin Corner

Long Term:

- Develop Riverfront Park into a community recreation resource, which will increase pride and ownership of city green areas
