Lead by the desire to facilitate citizens and private businesses in the building of the Municipal Administration, the Municipality of Svishtov opened a Front Office. The newly provided services significantly facilitate the cooperation between citizens and the municipal administration.

The Municipality of Svishtov has engaged in facilitating the use of the municipal administrative services. In coordination with this promise, given to citizens and local businesses, the internet site of the municipality created a new section E-Municipality . It provides information and schedules for citizens and juridical persons that lead to increasing the effectiveness of the citizens-municipality interaction.

In February 2004 a team of four representatives of the muniicpal council and 5 representatives of the municipal amdinistration Mezdra worked on a Self-Assessment Questionnaire referring to the level of transparency and openness in the work of Mezdra Municipality . After an analysis of the results we realized that 73% of the proposed procedures and practices mentioned in the Questionnaire are implemented in our municipality . The officials from the municipal administration and municipal councilors were acquainted with the questionnaire . The filled in questionnaire was prepared in a special brochure , which was made available for all citizens in the Customer Service Center and was uploaded on the web - site of Mezdra Municipality : www . mezdra . dir . bg

Project Campaign to Support Citizen Participation in Decision - Making Processes aims at increasing knowledge, skills and practical experience of representatives of different sectors of society in the process of implementing basic principles of democracy, emphasizing on provision of support to active citizen participation in government and in decision-making processes related with environmental issues . It contributes to the practical implementation of the Orhus Convention decrees in Burgas Municipality, more concretely the decrees referring to participation of the public in the process of developing plans, programs and policies in the field of environment (Article 7 of the Convention).

A survey on the current status and needs of Roma People was conducted in Botevgrad Municipality. Results obtained will be the basis for developing municipal programs and action plans for improving living standards and inclusion of Roma people in local social and economic activity.

Since August 2004 information boards have been installed in the Customer Service Center. Customers are provided with information about alternative administrative services and possibilities. Advertising and information presentations of companies, architects, designers, notaries, lawyers, technicians etc are offered. Every visitor of the Customer service center can check presented advertisements and choose an alternative service. Citizens can choose alternatives personally, without any municipal employee coming in.

In order to respond European requirements on modern customer servicing, on 23 March 2001 Municipality of Ragzrad started activities within the one-stop-shop. The front office advances the establishment of Unified Information System in the municipal administration. A continuous way of migration of 23 program products was passed along, thus achieving automation of activities in administrative customer services. The accumulated data are converted envisaging the good performance of the unified information base. The information which has been gathered and preserved on hard copies for many years was uploaded on electronic device, thus saving the archives . 6 universal and autonomous positions were created, through which the idea for administrative and technical customer servicing under the one - stop - shop scheme will be implemented.

On 11 March 2004 in the hall of the Municipal Building in Mezdra a public discussion on the Budget 2004 was carried out . Simultaneously with this and in the week 8 to 11 March sessions of the five standing committees within the Municipal Council were carried out with the attendance of the mayor , head of Budget , Analysis and Control Department , experts from the muniicpal administration and external experts . The whole campaign ended with the adoption of Budget 2004 at a session of the Municipal council Mezdra held on 16 March 2004. The events in the process of developing and adopting the budget were widely announced local and regional media .
