Background

An international team of representatives of the Council of Europe, Peace Corps, Liverpool, Hamburg and Veliko Turnovo identified the need to create an integrated social policy targeted to marginalized communities in Veliko Turnovo.

Practice

In the spring of 2001 a social partnership council was set up, including 15 institutions of regional and local sphere of activity to found the Open Door Resource Center.


Main elelments of the Center are:

- Hot telephone line on violence against women and children

- Socio-psychological center for supporting citizens on social, economic, health, and legal matters through in kind consultations with 15 experts in different institutions

- Preventive clinic for consulting expecting mothers, families and sex education of teenagers

- A training center in languages, computer literacy, office skills of socially disadvantaged groups

- Business virtual incubator for small and medium enterprises

- Children care with Young European and Euroboliarche clubs and Leadership school

- Legal clinic and anticorruption ombudsman.


Gardens of Europe are being constructed in front of the resource Center Building. The Center is a first of its kind practice, combining a wide range of social services under one roof.


Main donors are the Cooperating Netherlands Foundations, Merck pharmaceutical group, International Social Service, Lozanna Municipality Open Society Foundation, Counterpart International, Peace Corps, Future for Bulgaria Foundation, the EC Delegation to Bulgaria. Local partners implemented two charity campaigns for publicising the idea and involving the community.

Results

The main results are related to the development of a pilot model for social service provision at a common venue. The practice is based on partnership, attracting a broad circle of donors and volunteer work.


The practice can be replicated in the following aspects:

- Mechanism for mobilizing funding for charity initiatives

- Charity campaigns with international character

- Provision of integrated social services

- Development of social enterprises.
