Background

The distance of the peripheral districts from national centers of high economic activity has impeded access of SMEs to appropriate business and to the establishment of contacts with potential partners. Therefore the immediate proximity to transborder markets is of great interest to small and medium - sized companies of development potential from regions of Silistra and Dobrich . It is necessary to be well - acquainted with the market , legislative frameworks of both countries, as well as the custom s regimes in both directions .

Practice

The implementation became possible through realizing a project Together We Make Business in Euroregion Danube - East , cofunded by the PHARE TBC 2000 Programme, Bulgaria Romania, developed by the Agency for Economic Development and Investments - Silistra . The main objective of the project was increasing capacity of SME form regions Silistra and Dobrich aiming at performing successful business in Euroregion Lower Danube through increasing knowledge and skills of SME in the process of promoting appropriate fair policy for implementation of their products at local and international markets and through creating conditions for direct contacts between SME from both sides of Bulgarian Romanian border and promoting the potential of SME in the region.

Within the framework of the training module representatives of SME form both regions were introduced to the external trade policy and custom s

documentation in the course of export and import activities ; the ways of getting involved in fairs and expositions and how to successfully negotiate during 6 one-day seminars in Dobrich and Silistra.

A convenient form of establishing direct contacts between SMEс from both sides of the border appeared to be the organization of 7-day Trade Exposition in Silistra.

Another goal was creating an effective trans-border model of supporting business through establishing a network of cooperation between both sides of the border in support of business and introducing a system of exchange of information and innovative practices with local and foreign partners.

The project was implemented in partnership with the Agency for Regional economic Development and Investments Dobrich, FORDOK Institute, Kalarash , Romania and with the support of Silistra Municipality.

Results

The up-to-date database about SMEс was compiled and edited in the form of a catalogue in Bulgarian , Romanian and English languages. 60 companies, 2 of them Romanian and Russian, 16 from Silistra region, took place in the 7- day Trade Exposition Silistra 2003; roundtable involving project partners focused on the results of cooperation in the network and on the next steps of joint activities was carried out.

Project proposals to apply with under PHARE TBC 2002 Programme were discussed, developed and submitted. Business contacts in the Euroregion were strengthened a Romanian company was registered and settled down in Silistra.

Competitiveness and financial results of companies were also improved successfully signed conrtacts under SAPARD Programme and the direct crediting programme of State Fund Agriculture by Agromashinimpex Joint Venture, Silistra Branch during the Trade Exposition Silistra 2003 .

Improved partnership business-local authority-NGO in the course of carrying out initiatives in support of business training, Trade Expo, establishing business contacts .
