The main goal of the project was to improve the efficiency of law enforcement, with a particular focus on human trafficking, by raising the professional competence of judges in the area of law interpretation and application and their awareness and knowledge of the specific nature and main characteristics of the criminal offence.

The project aimed at providing better social opportunities and access to information to the local youngsters and new types of services for the community.

In 2006 the Center helped 86 people in different programs. As a result those who have been involved for more than 6 months are reported to be stabilized and reintegrated. They sustain their jobs, stay away from drugs, and enjoy improved family and interpersonal relations. In addition they don’t have any charges against them or any criminal acts.

In the beginning of 2005 during the elaboration of the municipal budget were planned resources for support of project proposals of citizens or organizations for improvement of the life environment (open-air kindergartens).

With resolution of the Municipal counsel – Belene, these resources were included in the budget, as it was developed a procedure for selection and criteria for evaluation of the eventual project proposals. The same were published on the site of the municipality and in the mass press.

One of the main requirements was the initiative committee, which provided the practice to declare the support of the local community in the neighborhood and the personal participation of the interested citizens. Projects can be to the value of between 3000 and 10 000 BGN, and in the process of preparation the municipal administration provided the whole capacity of technical personnel and information.

On the occasion of the International child’ s day – 1 June and the beginning of the summer holiday youths from Beloslav town in an open letter to the mayor of the municipality called the community and the local business to reconstruct together the open-air playground in the town center. The initiative was organized and implemented with the support of the municipality mayor Emil Dichev.

The idea for participation of youths in the management of the administration was realized by giving an opportunity of two youths 17 and 18 years old to participate in the management work of the administration on the Youths program, implemented in 2006 in Beloslav municipality. In this way they had the opportunity to develop and perfect their management abilities.

At a mayor’s initiative with the support of well known public figures and representatives of the community in Beloslav Municipality was established the “Elders’ Council”. To become Council members were invited well known public figures from the past of the town, people with experience and knowledge who have participated in the development of Beloslav as a town with history and traditions, who will contribute for its future development as an European town.
