Initiated by the Union of Black Sea Local Authorities (UBBSLA), three agencies for energy management are set up in the Black Sea region with seats in Varna, Burgas and Dobrich. The agencies are established under the framework of the UBBSLA project, funded by Save II Program of the European Union, General Directorate Energy and Transport.

The project ENЕRBUILD: Public-private partnership for integrated improvement of the energy characteristics of municipal buildings is a pilot initiative for energy audit of public buildings. It also aims at setting up a model for improving the energy efficiency characteristics of the buildings in the municipalities of Beloslav, Byala and Aksakovo. The project is developed and implemented by the Union of Bulgarian Black Sea Local Authorities as a cooperation initiative to set up a public-private partnership.

The practice is the winner in the FLGR’s thematic competition ‘2007 for Best Practice of regional/professional association of municipalities

The Association of Danube River Municipalities ‘Danube’ (ADRM) set up a tradition for conducting study-trips in foreign countries for representatives of local authorities - ADRM members. From 2004 to 2007 the Association organized four such trips in Hungary, UK and Italy. The participants enjoyed the possibilities of experience sharing and establishing contacts with local authorities from the visited countries. These interactions aimed at cooperation, twinning and investment attraction between the municipalities.

The Guidebook aims at assisting the municipal secretaries in their every day work. It attempts to classify and publish comments on the most common legislative regulations and activities, concerning professional daily routines. In order to be really helpful, the publication also offers some effective procedures and positive practices, successfully implemented in different municipalities. For newly appointed colleagues, the Guidebook presents samples of application forms and operational documents, necessary for the elaboration of procedural functions and practices. Furthermore, this book has as supplements examples of ordinances, regulations and instructions, related to the secretary job assignments. Such documents not only bring quality to the secretary’s work but they are of paramount importance for the functioning of the whole city administration.

Within the frames of Forum Program stage 7, Straldja and Bolyarovo municipalities will conduct up - grading forum Establishing partnership in order to solve similar problems by small investments .

Within the frames of the project was established inter-municipal group, which will mobilize and develop local capacity for applying for the Structural funds of the EU 2007-2013.

In May, 2005 Svishtov municipality implemented Improvement of the life environment project in Stoyan Nikov neighborhood and in Tsvetan Radoslavov gymnasium with the financial support of MOSV within the frames of the campaign for clean environment. The project included: cleaning action; planting; setting distributive collection of waists; construction of a relaxation spot; information campaign. The implemented initiative was extremely important for Svishtov municipality, because for a first time was set distributive collection of waists in the residential parts of the town. As a result of the project implementation were improved life conditions, citizens were encouraged to preserve the environment, the interrelation with local authority was activated.

Dobrich town municipality is the only Bulgarian municipality, which elaborated and in the moment implements Program for realization of public utilities enterprises on objects municipal property, with the participation of the citizens of Dobrich. In the elaboration of the program the municipal administration attended the idea to create real preconditions for civil community formation, and together with the implementation of the mechanism of public-private partnership citizens to take part in the construction and supporting of the public spaces parks, gardens, pavements, squares and others by their own means /as co-financing/ or with their labor.

The program has been accepted by the Municipal counsel of Dobrich town municipality with a Resolution in January, 2005.

Svishtov municipality invests in stable development of the cultural tourism with project to the value of 306 518 Euro. It is financed by the European Union and the Bulgarian government to Phare Cultural tourism program and provides for reconstruction and popularization of the ancient roman fortress in Svishtov NOVE and development of the cultural tourism in the municipality.

In June 2005, Municipal counsel of Svishtov accepted Municipal plan for development 2007 2013. Together with the elaboration of the plan was carried out an information-consulatative campaign among the citizens in the municipality, NGO, business and municipal administration representatives, expert-economists and Medias. As a result of this initiative was increased the civil participation in the local self-government and was encouraged the development of the public-private partnerships.

Aiming at finding solutions to local economic problems in 2002 the Agency for Economic Development and Investments Silistra, supported by Municipality of Silistra developed a project to apply to PHARE Cross-Border Cooperation Programme . The project provided training for small and medium enterprises from regions of Silistra and Dobrich to increase knowledge and skills in the process of implementing an appropriate policy and the realization of their production on local and international markets . A relevant approach to create conditions for direct contacts between SME on both sides of the border appeared to be their participation in promotional events and presenting their potential through multimedia presentations and publications , disseminating those within the boundaries of Danube - East Euroregion.
