Overall Aims and Objectives
Rationale
The City of Sofia is the Bulgarian capital with a population of 1, 2 million citizens. It consists of 24 district and a central administrations.
The Bulgarian municipalities are the administrations that provide almost 80% of the public services. Usually they account around 100 -120 different items as: Legal status; Municipal property; Licenses to business operations; Urban planning and construction; Ecology and environment and others.
The project will allow 3 district administrations to network with the City administration and a number of state regulating authorities. The project will ensure secure, transparent and low cost on line exchange among those institutions. In many cases it will prevent customers from visiting some of them, therefore they will be provided with administrative service on one-stop shop.
The project aims at:
1. Establishing of official channels for the exchange of electronic documents among the districts and the city administrations;
2. Increasing public service quality and introduction of integrated service packages;
3. Decreasing the need of the customers to meet the administration, thus improving transparency of the service procedures .
Within the project implementation, FLGR will provide appropriate technical assistance and consultations, concerning:
Organizational assessment, elaboration and implementation of a project improving District Information Systems;
Workflow and organization of the activities within the administrative units, providing services;
Integrated administrative services (with Sofia municipality and state institutions and inspectorates);
Organizations and functions of the one-stop shop of the customer centers;
Maintenance of municipal data bases;
Structure, functions and content of the administrations web-sites and portals.
Summary of Results/Evaluation
For the first time in Sofia a big number of public service providers /districts of Vazrajdhane, Mladost and Students Town/ will be networking using contemporary IT solutions that will ensure low cost and time efficient service to the citizens and business. This will be a good step forward to on-line or distant services.
