On February 28, 2011 in the Conference Hall of the Municipal Council - Gotse Delchev a public discussion took place whose purpose was to define a service that would be subject to public monitoring.
The meeting was opened by the mayor of Gotse Delchev Mr. Vladimir Moskov and the Executive Director of FLGR Mr. Zdravko Sechkov.
The meeting was attended by citizens, NGO representatives, local businesses, civic groups, community centers (chitalishte), Red Cross, Union of Pensioners, media and other stakeholders.
Presented were the results of consultation with local business for quality and satisfaction with services at local level, and the results of focus group on the topic with local NGOs.
Methods and best practices of citizen monitoring of public services locally were presented.
In the vivid discussion four major types of public services appeared essential to citizens: 1. Administrative services; 2. Waste disposal/waste collection; 3. Street lighting; and 4. Protection of green areas/playgrounds.
In the final voting "Waste collection / transportation" public service was chosen for the civic monitoring in Gotse Delchev Municipality.
Methodology for civil monitoring is to be developed and an information campaign is to be carried out to attract volunteers and training of volunteers for monitoring.
The Public discussion was held within the project " Citizen Monitoring towards Effective Management of Public Resources”.
Municipalities of Kyustendil, Gotse Delchev and Knezha partner FLGR in the realization of the project.
