Activities 2002 - 2004

Following a two - stage competition, the 10 pilot municipalities in the second phase of the program will implement social environment improvement projects of up to ,400 each.

Stage one: the applicant organizations present a project idea of up to 3 pages, including goals, target groups, results, planned activities, budget and partners. Deadline: June 10, 2003.

The results from the competition will be announced by June 20, 2003.

Stage two: the approved project ideas will be developed in detail in an FLGR project proposal form. Deadline: July 10, 2003.

The complete project proposals will be approved by July 15, 2003.

The project will be implemented within no less than 8 (eight) calendar months in the period July 21, 2003 June 30, 2004.

The project proposals should:

- Meet specific social needs of the community by active involvement of the interested citizen groups and the public in general;

- To be oriented towards improving the cooperation between non - governmental organizations , citizens and local governments in the identification of solutions to local problems.

To be eligible for funding, the organizations must meet the following requirements :

- Have a registration under Non-Profit Legal Entities Act or The Law on People s Chitalishte;

- Have a seat ( by registration ) in the municipality in which the community where the project will be implemented is located;

- The non - governmental organization must provide own or partner contribution ( financial or non - financial ) of not less than 10% of the funding requested from FLGR.

Project proposal selection criteria:

- Measurable social effect from the project;

- Citizen participation and degree of partnership (need for the proposed partnerships with regard to the goals of the project and degree of motivation and involvement of the citizens in the implementation);

- Quality of the project proposal (clearly formulated goals , activities and target groups ; justification of the need for the implementation of the project and the selected approach; degree of consistency with program goals and priorities, etc.);

- Realistic and targeted budget and own and partner contribution;

- Capacity of the team to implement the project;

- Sustainability of project results.
