- To improve the communication models and to encourage social environment improvement partnerships between citizens and local governments in the 10 pilot municipalities;

- To develop local citizen groups capacity to actively defend their positions and solve problems by the use of local resources;

- To increase local government capacity to solve social problems in cooperation with marginalized and other social groups working at local level;

- To improve the social environment by the implementation of projects by, and to the benefit of, the local communities;

- To make legislative proposals aimed at improving the cooperation between local government and citizens in the delivery of social services.
