The Social Environment Improvement Program was implemented by the Foundation for Local Government Reform in the municipalities of Kresna and Strumyani, Godech and Svoge, Batak, Bratsigovo and Peshtera, Kirkovo, Dzhebel and Momchilgrad from Spetember, 2002 through July, 2004. The program is upgrading on the achievements and the lessons learned from the first phase, 2000 - 20002, when a national competition for projects was organized to provide support to NGO initiatives, in partnership with local government, aimed at improving the living conditions and the integration of disadvantaged groups in society. The pilot municipalities were selected by several criteria, such as: regional representation, size of the municipality (large and medium-size municipalities), underdeveloped civic sector and lack of experience in the implementation of citizen initiatives, local capacity development potential.
