In December , 2005, the Municipality of Gabrovo defended a “ Ready for Business Certificate ” – with excellence . To this effect, the Municipality met criteria that have been specifically developed to assess the administrative and the economic capacity of municipalities included in the Local Economic Development and Marketing of Bulgarian Municipalities Project. Having received this prestigious document, Gabrovo now has the right to apply for funding in local economic development .

A team of municipal specialists developed and won financial assistance for the development and the optimal use of the capacity of the Western Industrial Zone through improved access to lots in the zone . Repair of a municipal road section to the Voynovo neighborhood in the Western Industrial Zone .”

The project provided partial repair of a municipal road section connecting the main Gabrovo – Sevlievo road with the Voynovo neighborhood . The road section is located in the Western Industrial Zone. The project was implemented in April – June, 2006.

The purpose of the project was to improve the access to large attractive lots on both sides of the repaired road section in the Western Industrial Zone. The Municipality is planning to use these lots to further develop the zone’s capacity by attracting new investments in the context of its local economic development policy. Good access to the lots means faster development to be offered to prospective investors. At the same time, the repair of the road will support one of the large foreign companies located in the zone, Zalli Ltd. (Italy) in terms of improved transport access and improved worker safety in the zone .

Haskovo was one of the first municipalities to be included in the Bulgarian Technical Twinning Program and, at a later stage, in the economic development component .

To present the region as a whole , a practice was developed under the program . The practice is comprised of five steps, each of them covering a specific area. The basic ones are two: a marketing profile of the municipality, and a package of guidelines for prospective investors, including comprehensive information on all aspects of life in the municipality. The latter was called by its authors “ orientation program ” for the recruitment of prospective investors.

This ambitious project had two goals :

1. Greater role of the Municipality as a driver of economic development in the region

2. Development of business recruitment and retention programs .

The implementation of project activities wouldn ’ t be as successful without the experience of the American counterparts , experts in handling businesses in a professional manner .

The Municipality of Vratsa joined the Local Economic Development and Marketing of Bulgarian Municipalities Project in 2004. By doing so , the Municipality identified local economic development as a long-term priority. The main goal is to create a viable economy and to improve the quality of life in the municipality through the implementation of a long-term economic development program and through the strengthening of the capacity of the business development specialists. Having hired an economic development specialist, the Municipality has committed to observe the principles of transparency and publicity in the economic development activities and the ethical norms of open self-government.

Within the frames of “ Forum ” Program – stage 7, Straldja and Bolyarovo municipalities will conduct up - grading forum “ Establishing partnership in order to solve similar problems by small investments”.

Within the frames of the project was established inter-municipal group, which will mobilize and develop local capacity for applying for the Structural funds of the EU 2007-2013.

FLGR and the American experts helped the Municipality prepare special incentives for the Japanese company , which was planning to invest EUR 25 million and to create some 2,700 jobs by 2009. The permitting and registration process was accelerated; individual administrative services were provided by the local economic development specialist; assistance in workforce selection and training was rendered; the municipal leadership supported Yazaki by amending public transport routes and by representing the company before the different institutions. Following a year of negotiations and multiple meetings , provision of information and cooperation by municipal leadership , the investor decided to locate in Yambol .

e development of the Danube Business Park was incorporated as a priority in the 2004 - 2007 Municipal Development Plan. The project is also in the focus of Municipality of Silistra's activities under the Bulgarian Technical Twinning Program. The project began in 2003, when the twin cities of Kettering, Ohio and Silistra decided to focus their efforts on the economic development of the area. The Bulgarian and the American experts reached consensus that the development of the park's industrial section, located on the eastern river terrace in proximity to the border with Romania, could provide an adequate approach to supporting existing businesses and recruiting new investors.
In the first stage of the project, the twin cities developed a conceptual design based on a detailed survey of the companies already in the zone. This activity was financed under the Eco-Links Program, Washington, D.C. A detailed development plan was formulated at a later stage and the technical designs for the improvements along Kapitan Krastev Street - the main road access - were developed in 2004 - 2005.
These consistent efforts gave the Municipality the opportunity to apply for financing under PHARE - Pilot Scheme for Integrated Development of the Northeastern Planning Area. Silistra was awarded a BGN 250,000 grant for public works. The main problem to be solved by the activities under the project is to restore the access to the Danube Park via Kapitan Krastev Street. The street was blocked in a 100-meter section and for the past 15 years had not been used as a connection between Macedonia Boulevard and Sedmi Septemvri Street. The reconstruction of Kapitan Krastev Street is consistent with the regulation and development plan and is of great significance to the development of the Danube Business Park, as the municipally-owned vacant lots would become very attractive for investment purposes. The location in the town and the proximity to Romania make these lots very convenient for business expansion and recruitment.
The re-opening of the closed sections, the reconstruction of the main road and the improvement of the infrastructure would make the Business Park a winning location for greenfield investments.

The greater and more direct support to local economic development is one of the priority areas in Municipality of Gorna Oryahovitsa’s activities. The municipal management is aware of the role it needs to play in business retention and expansion, investment recruitment, the development of planned, coordinated and targeted economic initiatives. In this respect, an Economic Development Advisory Board was established in Gorna Oryahovitsa in 2006. Its purpose is to advise and propose to the mayor possible solutions to economic development problems, to discuss programs and projects related to the municipality's economic development .
