“Association NAIA” has been providing the social service “Center for social rehabilitation and integration of children, victims of domestic violence” since 2006. We have carried out a large number of campaigns for improvement of the awareness and sensitivity of the society, trainings for various groups on the topic “Domestic violence on children”. However, up to the moment we have not worked with kindergarten and school teachers. Kindergarten and school are extremely important for restricting the number of cases of violence on children through early identification of the problem. Often the teachers are the first people who can observe the signs of domestic violence, provided that they have the necessary knowledge and skills. Since launching the service of support for children –victims of domestic violence we have established interinstitutional cooperation with the Police and Department for Child Protection. However, this experience needed further enhancement and improvement for us to establish interinstitutional cooperation with more institutions; to have a common and shared vision of the reasons for domestic violence on children and how we could help, to work together and to act together, covering in such way more children – victims of domestic violence.
The main objective of the project is to restrict domestic violence over children within Targovishte municipality.
Specific objectives:
a. Extension of the range of the services offered by Center for social rehabilitation and integration of children victims of violence (domestic violence, sexual violence and trafficking).
Implemented activities: Provision of social services for children, victims of domestic violence and their families – psychological, social and legal consulting; hot line for children – victims of domestic violence; initiating legal proceeding under the Law on protection against domestic violence and representation in court - 47 children, victims of domestic violence, received help and support; 39 women, victims of domestic violence, received help and support; 3 men, victims of domestic violence, received help and support; 1 women who exercised domestic violence received help and consultations; 3 men who exercised domestic violence received help and consultations; 287 psychological consultations conducted; 127 legal consultations conducted; 116 conducted social consultations; 11 cases initiated under the Law on protection against domestic violence; 9 measures for protection decreed, 2 claims withdrawn.
b. Improved capacity of school and kindergarten teachers from Targovishte municipality to recognize the signs of violence over children and direct them to social services.
Implemented activities: 6 two-day seminars held for 58 school and 16 kindergarten teachers from Targovishte municipality to increase their sensitivity to the subject “Domestic violence on children”, to teach them how to recognize the signs of violence on children and direct them to social services.
c. Enhanced capacity of the human resource of the institutions and the organizations that offer support and protection to children within Targovishte municipality.
Implemented activities: 2 two-day seminars held for 22 professionals of institutions and organizations that work with children, victims of domestic violence and their families to raise awareness and sensitivity towards acts of domestic violence on children; acquiring competences for work on cases, as well as skills in networking.
d. Provision of integrated support (multidisciplinary and interinstitutional) to children, victims of domestic violence and their families from Targovishte municipality.
Implemented activities: Interinstitutional cooperation and establishment of a network. The institutions concerned were involved, and work meetings with their representatives were carried out for discussion of cases of children – victims of domestic violence (Department for Child Protection as a part of Social Support Directorate, Police, schools, Municipality, Labour Office, other NGOs and providers of social services, etc.) - 15 interinstitutional work meetings carried out; 23 cases of children – victims of violence submitted for solution; 4 Agreements for cooperation with institutions working with children prepared and signed.
- Increased number of children – victims of domestic violence and their families from Targovishte municipality, who received help, support and protection;
- Created conditions for rendering effective and timely support and protection for children – victims of domestic violence and their families from Targovishte municipality, involving the institutions concerned – schools, the Police, Department for Child Protection, Municipality, “Association NAIA”, etc.;
- Cases of violence on children identified by school and kindergarten teachers from Targovishte municipality and directed to social services and preventive activities carried out;
- Practice, created and proved its efficiency, that it is necessary to work with children-victims of domestic violence and their environment in a network with the other institutions, sharing resources and responsibilities;
- Information folder issued and disseminated in circulation of 1200 copies;
- “Manual for integrated support for children, victims of domestic violence” for professionals issued and disseminated in circulation of 300 copies.
